Constitution

    Constitution and Rules

 1.     The club shall be called Newport (Essex) Cricket Club.

2.     The object of the Club shall be the playing and enjoyment of the game of cricket.

3.     Membership of the Club shall consist of playing, non-playing and lady members, who shall have equal rights of nomination and voting with the exception that only playing members and non-playing members of the Club shall elect Captains and Vice-Captains at the AGM.

 4.             (a) The annual subscription shall be :-    

            Senior Playing member      £40.00     

 Student Playing Member      £15.00   

 Under 15 Playing Member    £15.00   

Non-Playing Member            £10.00   

Lady Member                      £10.00

(b) Subscriptions shall accompany an application for membership, and thereafter shall be due on 1st May annually. A playing member will not be selected to play until his subscription has been paid. The Committee reserve the right to waive the foregoing condition of membership in cases where it is proved to the satisfaction of the Committee that such a course is justified.  

5.     On payment of the first subscription a member shall receive a copy of the Constitution and Rules. 

6    (a) The Annual General Meeting of the Club shall be held during the   month of March in each year and at such meeting the chair will be taken by the President or, in his absence, by the Chairman of the Committee of the Club.

(b) Notice of the Annual General Meeting shall be deemed to be properly given by local advertisement.

(c) At the Annual General Meeting shall be elected:- 

1.     The officers of the Club who shall consist of President, Honorary Secretary, Honorary Fixture Secretary, Honorary Treasurer, Honorary Auditor, Captains and Vice-Captains. 

2.     A General Purposes Committee (hereinafter referred to as the Committee) which shall combine the duties of management and team selection. It shall consist of the Hon. Secretary, Captains and Vice-Captains and other members as decided at each A.G.M. 

3.     The Committee shall elect its own Chairman for the ensuing year.4.                                  

7    A special General Meeting shall be called by circular to every member from the Honorary Secretary upon his receiving a written request signed by twelve members. Such a request must state the object for which the meeting is to be held and such meeting must be held within four weeks of the receipt of the request by the Honorary Secretary. 

8    At Committee Meetings five shall form a quorum and all officers shall be entitled to vote. The Chairman shall in addition have a casting vote. The committee have power to :-

(a) form sub-committees for any purpose which they may think fit and the Chairman of the Committee and Honorary Secretary shall be ex officio members of such sub-committees with power to vote.

(b) purchase such articles and do all such things as it may deem necessary for the well being and object of the Club.

(c) accept a reduced payment from any member who for good reasons is unable to pay the annual subscription.

(d) summon before them any member whose conduct shall be deemed detrimental to the best interests of the Club and/or the game of cricket and after hearing the member’s defence shall expel him or her from membership if not less than two-thirds of the Committee then present vote for such expulsion.

(e) appoint until the succeeding Annual General Meeting another member to fill a vacancy in any office or on the Committee.

(f) make by-laws not inconsistent with these Rules. 

9    The financial year shall be from 1st Febuary to the 31st January and a Statement of the Club’s Accounts, certified by the Honorary Auditor, shall be presented by the Honorary Treasurer at the Annual General Meeting. 

10 The Honorary Secretary shall maintain open for inspection by any member at any reasonable time the following information:-                                                             

a, The names of all the members.                                               

b, Their addresses.                                                                                                                   

c, Record of payment of subscriptions.                                                                        

d, A copy of the Constitution and Rules. 

11 The club shall appoint a child welfare officer who will owe a duty of care to all      members of the Club by adopting and implementing the ECB Safe Hands, Welfare of Young People in Cricket policy, and any future versions of the policy. 

12 These Rules may be amended annually at a General Meeting and notice of any such proposed amendment must be received by the Honorary Secretary at least two weeks prior to the meeting at which the amendment is to be submitted.
